Please refer to the notice that was issued yesterday.
Today’s notice gives further details on how to deal with qualifying urgent import consignments that are due to arrive during the CCS-UK outage tomorrow.
HMRC will consider requests for clearance of this category of goods as submitted via the AOCC website by its member ONLY. Each request will be assessed individually and IF approved, the TSO/Airline will be authorised to create an arrived (NPX ONLY) CCS-UK record for the consignment between 2pm – 4pm on Saturday 18th.
Instructions for ERTS/Agents
If you are handling a qualifying urgent import consignment during the downtime you could be allowed to create an arrived (NPX ONLY) CCS-UK record in your own system and to input a normal CHIEF entry in advance, between 3pm – 4pm on Saturday 18th, but will need to follow these instructions carefully:
1. DO NOT ASSUME that this facilitation automatically covers all “urgent” consignments. IT DOES NOT.
2. For Inter Shed Removal to your ERTS facility – you MUST interrogate the CCS-UK Central Database to ensure that the TSO/Airline has created an arrived record and that “OK TRF SHD XXX” has been obtained.
3. For consignments to be Customs Cleared within the TSO/Airline – you MUST interrogate the CCS-UK Central Database to ensure that the TSO/Airline has created an arrived record, BEFORE transmitting the CHIEF entry.
4. Normal Route 1 and Route 2 procedures will still apply and MUST still be followed.
Release of consignments from the TSO/Airline or ERTS MUST NOT be allowed until the goods have actually arrived, been checked-in (NPR updated) and Customs Clearance or Inter Shed Removal has been granted. It is at this point that their systems will generate the removal authority or release note.
Civil penalty action may be taken for consignments that are mis-delivered in this manner.
WARNING – Any misuse of this CCS-UK fallback concession will result in the withdrawal of all future fallback agreements.
